NOTICE ON THE SUSPENSION OF ALL TENDERS ADVERTISED AND CLOSING DURING THE LOCKDOWN PERIOD OF 26 MARCH 2020 – 16 APRIL 2020 DUE TO THE COVID-19 PANDEMIC

On 15 March 2020, President Cyril Ramaphosa announced the declaration of a national state of disaster following the World Health Organisation declaring the COVID-19 outbreak as a pandemic as well as measures that must be implemented by the nation to demonstrate responsibility in working towards reducing the spread of the virus in order to limit the impact on business, society and the country, in general.

Following this unprecedented pandemic, Emalahleni Local Municipality has reviewed the situation and the possible impact on all stakeholders involved in the tender process and has resolved that the following steps be taken to ensure that adequate practices are in place in order to protect the wellbeing of these stakeholders. Emalahleni Local Municipality has thus taken the decision that all tenders that have been advertised and are closing within the period of the COVID-19 pandemic and consequently the LOCKDOWN period of 26 March 2020 16 April 2020 as well as all briefing sessions that were still to take place, be suspended until such time that the national state of disaster is withdrawn and that the extensions thereof beyond the required 21 days to accommodate the enquiry process be further communicated in due course, but not to exceed 40 days as per National Treasury Instruction no. 08 of 2019/2020.

The following advertised tenders will be affected:-

  1. 1)  ELM 04 /2019 (Re-advert): Request for proposal for access control system and time and attendance system with support and maintenance;

  2. 2)  ELM 08/2020: Supply and delivery of tyres including a comprehensive tyre maintenance and management system for a period of 24 months;

  3. 3)  ELM 16/2019 (Re-advert): Appointment of a panel of three (3) service providers for the supply, delivery, offloading, monitoring of water and waste water treatment chemicals and laboratory reagents as and when required for a period of thirty six (36) months; and

  4. 4)  ELM 20/2019 (Re-advert): Appointment of a service provider for the supply and delivery of fuel, repairs and maintenance of fuel station and provision of a fuel management system components/items for a period of 36 months.
