EMALAHLENI LOCAL MUNICIPALITY MPUMALANGA INVITES TENDERS FOR THE PANEL OF CONTRACTORS FOR ELECTRIFICATION AND COMMUNITY AND PUBLIC LIGHTING WORKS IN EMALAHLENI FOR A PERIOD OF 36 MONTHS ON “AS AND WHEN BASIS”
It is estimated that tenderers should have a cidb contractor grading of 6EP or higher. 5EP Potentially Emerging Enterprises who satisfy criteria stated in the Tender Data may submit Tender offers.
Only tenderers who have a grading of 6EP/5EP PE or higher are eligible to submit tenders.
Duly completed tenders enclosed in a sealed envelope marked “PANEL OF CONTRACTORS FOR ELECTRIFICATION AND
COMMUNITY AND PUBLIC LIGHTING WORKS IN EMALAHLENI FOR A PERIOD OF 36 MONTHS ON “AS AND WHEN BASIS” ELM 04/2026, CLOSING DATE: 08 OCTOBER 2025” with the name of the Tenderer, shall be deposited in the clearly marked tender box situated at Emalahleni Local Municipality, Civic Centre, 29 Mandela Street, eMalahleni, 1035 before 11h00 on the closing date. The tenders will thereafter be opened in public.
A non-compulsory virtual clarification meeting will take place on day, 11 September 2025 starting at 10h00 via Microsoft Teams. Tenderers are required to register for attending the virtual briefing by sending details (email address and representative name and surname) of the bidding entity to masangonz@emalahleni.gov.za. A Microsoft Teams invite will be sent to the bidding entities registered not later than Wednesday, 10 September 2025 at 16:00.
A preferential point system shall apply whereby a contract will be allocated to a tenderer in accordance with the Preferential
Procurement Regulations, 2022 and as defined in the Conditions of Tender in the tender document, read in conjunction with the Supply Chain Management Policy of ELM where 80 points will be allocated in respect of price and 20 points in respect of Specific goals.
No awards will be made to a person:
- Who is in the service of the state;
- If that person not a natural person, of which any director, manager, principal shareholder or stakeholder is a person in the service of the state and or;
- who is an advisor or consultant contracted with the municipality or municipal entity.
The Municipality reserves the right to withdraw any invitation to tender and /or to re-advertise or to reject any tender or to accept a part of it.

A clarification meeting with representitives of the Employer will take place at MICROSOFT TEAMS on 11 September 2025 starting at 10h00.
The closing time for receipt of Tenders is 11h00 on Wednesday, October 8, 2025.
Emailed and Late Tenders will not be accepted.
Tenders may only be submitted on the tender documentation that is issued.
