PROVISION OF TRAFFIC CONTRAVENTION MANAGEMENT SYSTEM AND REVENUE ENHANCEMENT SERVICES (COLLECTION OF OUTSTANDING TRAFFIC FINES) FOR A PERIOD OF 36 MONTHS

Bidders are hereby invited for the provision of a Traffic Contravention Management System and Revenue Enhancement Services (Collection of outstanding traffic fines)for a period of 36 months.
 
Bid documents with full specifications will be obtainable from, Monday 19 October2020, on the following websites www.emalahleni.gov.za and www.etender.gov.za .
 
A compulsory briefing will not be conducted for this tender in order to prevent the spread of the Covid-19 virus through interactions.
 
Bidders may send electronic mails for any enquiries related to this bid. Bids are to be completed in accordance with the bid conditions and rules contained in the bid documents and must be sealed in an envelope and externally endorsed with the Bid number: ELM 37/2020andTRAFFIC CONTRAVENTION MANAGEMENT SYSTEM AND REVENUE ENHANCEMENT SERVICES (COLLECTION OF OUTSTANDING TRAFFIC FINES) and be deposited in the tender box situated outside the Civic Centre at the Emalahleni Local Municipality Civic Centre in Mandela Street, eMalahleni not later than 11:00 on 18 November2020.
 
The tenders will immediately be opened in public. Bid shall remain valid for a period of 90 days from the closing date. Bidder’s attention is specifically drawn to the provision of the bid rules, which are included in the bid documents. The lowest or any bid will not necessarily be accepted. Emalahleni Local Municipality reserves the right not to consider any bid not suitably endorsed or comprehensively completed, as well as the right to accept a bid in whole or part. It is anticipated that this is a categorized bid where the 80/20preferential point system will be used in terms of the Preferential Procurement Policy of Emalahleni Local Municipality to evaluate bidders.
 
No awards will be made to a person:-
_Who is not registered on the Central Supplier Database (CSD)
-Who is in the service of the state;
-If that person is not a natural person , of which any director, manager, principal shareholder or stakeholder is a person in the service of the state; and/or
-who is an advisor or consultant contracted with the municipality or municipal entity.

NOTICE

Emalahleni Local Municipality request all prospective bidders to submit two (2) copies of the tender documents. One copy should be in an electronic format (disk) the other copy should be printed. Both copies should be in one envelope.
